The Experimental Television Center (ETC) is dedicated to the creation of video and digital instruments in the service of creative visual and sonic investigation by artists from around the world. The Center was established in 1969 by Ralph Hocking at the State University of New York at Binghamton. In 1978 the Center relocated to Owego, New York, where it continues to operate today.
